Changes to Graduate Financial Support based on memo.

Changed title to Preparation and Submission of Proposal Budgets. Added requirement for those with University Research to take PI Training. Updated cost sharing section to be consistent with the Cost Sharing Policy.

Updated Determination of Human Subjects form in section 5 and Related Items.

Approved by leadership of Office of Technology Licensing. Added to Section 3.A 3 2) that clinical trial research ends at Stanford, and or when the license is terminated, or the product which was the subject of the clinical trial is no longer being developed by a licensee/sublicensee.

Edits to address legacy issues regarding transition from document being about "non-secrecy" to "openness' and update to Section 4.B to reflect modern National Security Controls. 

Updated to reflect attachment A and the Gift Transmittal System.

Changed title from F&A to Indirect Costs.

To be consistent with other policies add or Audit to Enrollment Status Para Persons registered in the VSR category are not permitted to enroll in ***or audit*** any classes. 

Per Office of Postdoc Affairs: A five year term limit policy (extended from the previous four year limit) for postdoctoral scholars.
