OPACS (Outside Professional Activities Certification System)

OPACS is Stanford’s online platform for disclosing consulting and other professional activities outside of Stanford. Faculty and Investigators are required to disclose interests and activities that would reasonably appear to be related to their Stanford responsibilities, while Staff and Postdoctoral Scholars must disclose their financial interests and outside professional activities according to processes defined by School Procedures. OPACS is designed to ensure compliance with the Stanford policies listed below.

• RPH 4.1, Policy on Conflict of Interest and Conflict of Commitment, which includes definitions, disclosure procedures, and policy implementation examples;
• RPH 4.3, Consulting and Other Outside Professional Activities by Members of the Academic Council and University Medical Line Faculty, which establishes limits on the amount of time that may be spent on outside consulting activities by Stanford faculty, and describes procedures for implementing this policy; and
• RPH 10.6, Relationships Between Students (Including Postdoctoral Scholars) and Outside Entities, which summarizes university policy and guidelines for the conduct of relationships between undergraduate students, graduate students, and postdoctoral scholars with outside entities, such that the student’s outside activities are conducted in a manner that allows openness in research, appropriate ownership of any resulting intellectual property, and protection against potential conflicts of interest and conflicts of commitment.
