Harmonize language in section 4 regarding the Stanford rider with approved Senate language.

Harmonized language regarding the Stanford rider with the approved policy by the Faculty Senate. Correct language in section VI.F.3 regarding prohibitions on accepting certain types of funding.

Title changed to "Reserved". Content removed since it has been combined in RPH 4.1.

RPH 4.1 has subsumed RPH 4.4. Define activities requiring prior approval as well as adding a definition section to define terms.
