Chemicals, Chemical Agent Precursors, Propellants, Explosives, and Energetic Materials

The ITAR controls certain military-related chemicals, chemical agent precursors, propellants, explosives and energetic materials at Category V and Category XIV of the US Munitions List (USML).  Likewise, the EAR regulates exports of certain dual use propellants and chemicals at ECCNs 1C111 and 1C350, respectively, in the "Materials" section of Category 1 of the Commerce Control List (CCL).  In addition, under the provisions of the International Chemical Weapons Convention, the United States may require special declarations related to chemical shipments under either the ITAR or the EAR. 

Please review Category V and Category XIV and Category 1 of the CCL at ECCNs 1C111 and 1C350 linked above to see if your chemical, propellant or energetic material is export controlled.  If identified on either list, please contact Stanford's Export Control Office for guidance before shipping internationally.

In the likely event your chemical is not referenced in the USML or Category 1 of the CCL, and is not intended for a military end-use or to a military end-user or destined to Iran, Cuba, Syria, or the Crimea, please submit a One-Time "No License Required" form.
