Export Controls Decision Tree: Commerce Control List (CCL)
Categories:
Are you shipping, hand carrying or transferring items on the Commerce Control List (CCL)(1) of the Export Administration Regulations (EAR), other than a laptop, tablet, or smart phone?
(1) The Commerce Control List (CCL) is maintained by the Bureau of Industry and Security (an agency within the US Department of Commerce) as part of the Export Administration Regulations (EAR). This list is sometimes called the "dual use" list, as its listed items may have both military and commercial applications.
Equipment, components, and materials on the Commerce Control List are generally designated by Categories 0 through 9 corresponding to specific items. Associated product groups are represented by the letters "A", "B", and "C" in an Export Control Classification Number (ECCN) where:
- "A" category = Systems, Equipment and Components
- "B" category = Test, Inspection and Production Equipment
- "C" category = Materials
This is explained in further detail in the first hyperlink on this page above. Examples of ECCNs are 1A002, 2B350, 3C992, 4A611 where the third digit corresponds to the "Reason for Control" (0 = National Security, 1 = Missile Technology, 2 = Nuclear Proliferation, 3 = Chemical/Biological Weapons, 5 = Commerce Department Determination for National Security, 6 = Dual Use Munitions, 9 = Anti-Terrorism/Regional Security/UN Controls).
Here is an Index to Commerce Control-Listed Items. See if your equipment, components, materials or other item to be exported is listed. The listing are broad, so if you are unsure, visit the applicable Category or ECCN here.
If you have questions as to whether your item, other than a retail-level laptop, tablet, smart phone or other digital device, is listed on the Commerce Control List, contact the Export Control Office. He can provide you with an immediate answer.
