We are writing to alert you to an important consequence of updated guidance from the Office of Management and Budget (OMB) regarding support of salaries and benefits by federal grants for individuals whose sponsored work is impeded by COVID-19.
The Office of Management and Budget (OMB) issued memo (M-20-17) on March 17, 2020 to federal agencies that provided 90-day temporary flexibilities (through June 16, 2020) to federal grants impacted by COVID-19. Most federal agencies issued policies to provide these flexibilities to their grantees. These flexibilities included allowing institutions to charge salary and benefits to federal grants
