If your project’s needs require you to begin spending before the award received by Stanford, you may open an early PTA. The early PTA will become the PTA of record once the award is received. However there are risks and limitations.
Pre-award costs on an early PTA are made at the PIs own risk. If the award does not materialize or the start date of the project is delayed, the costs will be the PIs responsibility to cover from his or her unrestricted funds.
Be sure to check the terms and conditions of your particular award for restrictions on pre-award spending. While most government grant sponsors allow pre-award costs within the 90 days prior to the start of the award. Other sponsors limit or do not allow pre-award costs.
If you are working with human or animal subjects, you must file IRB and IACUC before an early PTA can be opened.
Never charge expenses to an active PTA while waiting for an award to materialize.
